The Innovation.bg report tracks the innovative performance and potential of the Bulgarian economy on an annual basis.
The report's preliminary findings highlight the low innovative performance of the economy in terms of new product development and patent grants, which it attributes partly to the low-tech character of the Bulgarian manufacturing sector and partly to the underdeveloped innovation system in the country and the inadequate, highly departmentalized government policy in this respect. Business investment in R&D remains the lowest in Central and Eastern Europe at 0.11% of GDP, while government R&D spending is locked into an outdated organizational structure of Academy of Sciences' institutes, which lack results-oriented incentives to perform better.

The Regional Innovation Strategy for the South Central Region of Bulgaria was elaborated under the EU RIS/SC-Bg project that was funded by DG Enterprise of the European Commission and implemented by a consortium of the following organizations: ARC Fund (Coordinator), the Commission for Social and Economic Cohesion, the Ministry of Regional Development and Public Works, tti Magdeburg (Germany), and the University of Thessaly (Greece).

This brochure, published by ARC Fund in May 2004, discusses the central importance of knowledge for productivity, competitiveness, and growth. The text is structured along the analytical model developed by the World Bank Institute, which defines four main pillars of the “knowledge economy”, namely: institutional and economic incentives regime; national innovation system; education and training; and ICT infrastructure.

During the period February-September 2003 ARC Fund conducted an analysis of the regional demand for innovation in the South Central Region of Bulgaria under the project “Developing a Regional Innovation Strategy of South Central Region of Bulgaria”.
This survey was a pilot initiative for Bulgaria as it studied in depth the innovation performance of SMEs and their needs for new technologies.
