On the 16th of November, 2017 the city of Gabrovo, Bulgaria hosted the conference “Science meets parliaments and regions”. The event gathered representatives from the local authorities of North central region of Bulgaria, educational institutions – schools, universities and the Bulgarian academy of science. The forum was focused on discussion of successful models and practices and finding of tailor -made decisions in favour of intelligent specialization.

Among the participants were mayors, regional governors, representatives of Technical university – Gabrovo, Veliko Tarnovo university “St.St. Cyril and Methodius”, “Angel Kanchev” university of Ruse, University of architecture, construction and geodesy, Bulgarian academy of science, Fund of funds, ESRI – Bulgaria, Ministry of transportation, information technologies and communications, Foundation for applied researches and communications, Joint research center in Seville and Board for digital entrepreneurship.

“Innovative, reasonable, thorough and related to the future” was the concise remark of the Mayor of Lovech, Mrs. Kornelia Marinova. She described the discussion as a really visionary and as far as the intelligent specialization was concerned she mentioned that this is a possibility without alternative for municipalities, regions and science, that have to work in partnership and with the support of the government.

Johh Eduards, General directorate of Joint research center of the European commission, concluded:“My advice to local governments is to have dreams, but realistic objectives. To look what you are strong at and not to try to do something which is impossible. To look outside your local authority for ideas, as well as you are looking what you have. To see if you can apply them and just check regularly how you are doing and not just to have a strategy, but make sure you assess, monitor what you are doing and change the strategy if it is necessary.”
