Ms. Dinka Dinkova is Program Director of ARC Fund since 2000. She is responsible for strategic development and programming with a focus on information society, ICT and distance learning.
Ms. Dinkova manages a broad portfolio of projects, including EU framework programme projects (FP6, FP7) and other multilateral donor activities aimed at developing knowledge-based societies and information economies in Bulgaria and the wider region of Southeast Europe. She has coordinated projects supported by the major donor institutions present in Bulgaria including, among others, the European Commission, U.S. Agency for International Development, United Nations Development Program and the World Bank.
Ms. Dinkova is actively involved in the information society policy debates in Bulgaria. She is member of a national task force on ICT for Development, a Knowledge Economy expert group, and UN Regional Network on ICT for Development in Europe and Central Asia (ECA). She sits on the Steering Committees of the Bulgarian Internet Alliance for Economic Development (www.online.bg/iaed) and Coalition 2000 (www.anticorruption.bg/). In December 2007 she was elected as Member of the Board of the World Bank-supported Global Development Learning Network’s (www.gdln.org) regional association in Europe and Central Asia.
Ms. Dinkova holds a MBA degree from the University of Lincoln, UK (2002) and MA in English Studies from Sofia University (1993). Her professional training includes also courses by the World Bank Institute (2003), U.S. Telecommunications Training Institute (1996), Sabre Foundation, USA (1999), and U.S. State Department, Program on Internet Policy and Technology (2001).
